In this paper tue argue that long-term residential care, especially for the elderly, can be used as an indicator of equity and thus, of the extent to which there is a state devoted to the welfare of its citizens. By equity, we mean treating both those who provide and those who require care in ways that are appropriate for their needs and that maintain their dignity, as well as their capacities.
