- Abstract
This article examines the Gulf Arab rulers' diplomatic strategies to secure defence agreements with regional and international powers, mainly Britain. Until now, historians have assumed that regional relations and security before the Pax were chaotic and unpredictable. This paper argues that a coherent system regulated regional relations: the Bedouin custom odakhalah or zabana, a code oconduct governing individual and tribal "protector-protégé" relations that was employed by Eastern Arabian rulers as a diplomatic strategy to defend their domains.
