- Abstract
This paper presents some policy guidance on main targeting indicators for social programs and criteria for their evaluation. Several methods exist to target poverty population to social programs. In Colombia there are several indicators among them the following: Poverty Line (LP), Unsatisfied Basic Needs (NBI) and the I-SISBEN (Poverty Index), they were judged on the basis of some criteria. Considerations of political feasibility was made. A poverty indicators must be efficient when it minimizes the type I error, that is probability of excluding individuals who should be included. Leakage relates to type II error, that is the probability of including people who should be excluded.
