- Abstract
During his lifetime, President Ho Chi Minh emphasized: People are the leading factor, the most precious resource that determines the development of the country. In which, health is a valuable asset of each person, family and country. People's health is an important factor in the cause of nation building and defense. According to President Ho Chi Minh, in order to take care of, protect the health and cure diseases of the people, it is necessary to build and develop the country's medicine "ethnic, scientific and popular", and build a contingent of medical staff. Ministry of Health of the people, for the people. Someone once said, "blood circulation, full spirit, that's health". This idea of his has many similarities with the definition of health given by the World Health Organization (WHO) in 1978 in the "Alma Ata Declaration": "Health is a state of mental well-being spiritually, physically, socially". Ho Chi Minh's thought on medical ethics bears profound scientific content and great practical significance.
