- Abstract
The article reports on the proposal of Republicans to alter the balance of power in presidential elections by changing the rules for the electoral college in the U.S. Instead of winner take all, in which the winner of a state's popular vote receives all its electoral votes, some Republicans have considered allocating electoral votes to the popular vote winner in each congressional district of the state. Details on the issues faced by this proposal are also highlighted.
