The article discusses on fiscal deficits in U.S. due to recessions. It states that U.S. is plagued by depleted revenues and large spending commitments. It mentions that it can close deficits by cutting spending and raising taxes, choking recovery with behavior that adds to macroeconomic problems. It states deficits due to recession is challenging. It mentions that states should make policies projecting revenues, outlays over longer periods and spending programs or on taxes but rise pension cost.
