- Abstract
This article aims to analyze the public health and environmental issues addressed in the Master Plan, with the experience performed in rural areas of the municipality of Campinas (São Paulo, Brazil). This is a documentary analysis with a report of experience with an exploratory character. The construction of the Campinas Master Plan occurred without any transparency. During countless questions of technicians, researchers, social movements and civil society organizations, attention was drawn to the way in which rural areas were treated in planning. Numerous difficulties faced by residents and farmers were pointed out. It concluded that there is influence of the real estate speculators on the planning, which gained space within the Municipal executive branch. It was evidenced that the Campinas Master Plan was not appointed as a tool for health promotion and socio-environmental justice. The way the process of configuration and implementation was conducted, did not allow the document to mediate the conflicts presented by society.
