- Abstract
The importance of tobacco in the Bulgarian economic, political and financial system from the end of the 19th and the beginning of the 20th century can be traced in the government policy on foreign loans concluded with external creditors. During the effective period – from 1888 to the beginning of the First World War – the country concluded seven foreign government loans with a nominal value of BGN 6,528 million. Tobacco was becoming an integral part of the funds arsenal of the financial policy in regard to the Bulgarian national debt. This was due to the steady growth in production characteristics in the country and an increase of the use of tobacco products. In negotiations with creditors and in the clauses in loan agreements, tobacco was presented as a main topic and played an important role in the realisation of those loans and thus indirectly became a factor in Bulgarian military and national policy. Using tobacco as an instrument in the country's foreign debts obligations made it possible to establish a kind of foreign control over tax revenues from tobacco operations. Foreign creditors’ representatives maintained revenue levels by expanding the domestic market and consumption.
