The article explains the disappointment of the Members of Parliament (MPs) over the prevalence of abuse of people with learning disabilities despite the introduction of Human Rights Act in England. Their dissatisfaction was reflected in "A Life Like Any Other? Human Rights of Adults with Learning Disabilities," which details cases of abuse and neglect of people with learning disabilities. They claimed the government have done nothing to ensure that people can understand their human rights.
