Abstract
The article discusses the shortage of lawyers outside Tokyo, Japan has forced Japanese to mediate disputes informally or resign to unjust outcomes. The Japanese Federation of Bar Associations said that there were only one lawyer for every 30,000 people outside the capital which forces the government to boost the number of lawyers in order to combat the problem. Katsumune Hirai hopes that public will realize attorneys can give good advice and dispel the shame of consulting a lawyer.
