- Abstract
The article presents information on the right balance with regard to educational change between global influences and local tradition in Korea. In general, a policy, program, action, or system is generated and applied within the specific and unique social context of a country. In this process of application, many factors that are unrecognizable, unexpected and uncontrollable are involved, and whether that policy, action or program is successful or not depends largely on those uncontrollable factors of social context, culture or condition. Thus, a reform is successful only in a specific and unique social context. No actions, policies, programs, systems or institutions exist by themselves; they exist only within a particular context.
