The article discusses the provisions of the National Oil and Hazardous Substances Pollution Contingency Plan which is developed by the federal government for responding to oil spills and hazardous substance releases. It mentions that the U.S. Coast Guard and the U.S. Department of Homeland Security are responsible for responding to oil spills. Also investigated is the work of oil spill removal authority which is outlined in the Clean Water Act of the U.S. Environmental Protection Agency.
