The article focuses on The Center for Hemispheric Defense Studies (CHDS), based in Washington, D.C. at the National Defense University at Ft. McNair. The Center's role is raising the understanding of civilians and military personnel about their shared roles in the management and implementation of defense and security to meet national security requirements. Details related to how the CHDS's policy has changed since the September 11, 2001 terrorist attacks are discussed.
