The article examines the possible ways on how to address evidence deficit and prosecutorial bias in the case Batson v. Armstrong. Topics mentioned include an overview of literature about racial bias in several prosecutor decisions, the main differences in doctrines in the case Batson v. Armstrong, the ways on how the courts' adjudication of different claims from pretrials to post-conviction review can be improved, and a description of practices that litigants and lower courts can use.
