- Abstract
The role of nursing officers in Norway's community health services is challenging because of the variety of individuals and groups involved, the complex patterns of relationships, and the often conflicting and changing demands. Norwegian nursing officers are 'managers in the middle' with many of the problems and opportunities implied by the designation (Uyterhoeven, 1972). They are managers in a role characterized by conflict and ambiguity (Rizzo, House, & Lirtzman, 1970).
