- Abstract
The article presents an examination of the pervasiveness of the practice referred to as envelope wages in Southeast Europe and the European Union (EU). The practice, whereby formal employers declare an official wage to the state for tax and social security purposes while actually paying their employees a lower wage, has been shown to exist mostly in post-socialist societies and is suspected of being practiced in the EU member states of Bulgaria, Cyprus, Hungary, Romania and Slovenia. The article reports on findings from these countries, discusses the impact of the practice and offers suggestions for ending the practice.
