- Abstract
The industrial revolution that emerged in Europe, especially in England in the 18th century, led to a radical change in traditional production methods. The Ottoman tradesman organization, which could not respond to the mass production increase in Europe, started to lose importance over time. Change was essential for the Ottoman industry that cannot compete with Western products and does not have similar technology. The content of this change has created modern factories by following technological developments and to eliminate the deficit of qualified technical staff. The factory, which gained importance with the Tanzimat period, has created a new problem. It has become difficult to have qualified staff to be employed in the face of the increase in the number of factories. In order to solve this problem, the state aimed to open vocational and technical schools and to raise qualified personnel in these schools. Industrial schools were established for this purpose.
