The article discusses how the U.S. Court of Appeals for the Eighth Circuit's ruling in the 2013 American federal preemption case Keller v. City of Fremont has caused a split of opinions between various American appellate courts such as the U.S. Courts of Appeals for the Third and Fifth Circuits regarding the complexity of the nation's immigration laws.
