- Abstract
The article presents a preliminary analysis of the impact of the equal employment opportunity act of 1972 on black employment in the federal service. The policies of the United States government in the last twenty years are designed to implement equal justice and opportunity for black Americans. It has aroused a lingering controversy on employment opportunity and affirmative action. Yet, today any personnel officer in both the public and private sectors will concede that equal employment opportunity and affirmative action are indeed the law of the land and are being enforced only to some degree. It is the aim of this study, after sketching the historical development of these concepts, to analyze what they are and then to examine the statistical record to assess their effectiveness in enhancing the number and status of black employees in the United States Civil Service. The incremental decision-rules are posited to be the main basis of the stability inherent in the appropriations process.
