- Abstract
The article provides an assessment of the Massachusetts school districts' implementation of state-wide teacher and school administrator evaluation requirements and laws which were adopted in 2011, focusing on the efforts to diminish the effect of employment seniority on educator employment decisions. Educator quality and effectiveness are mentioned, along with charter schools and the Massachusetts Department of Elementary and Secondary Education's model educator evaluation system.
