- Abstract
The article explores the connection among the Master Settlement Agreement (MSA), Medicaid-covered smokers and the Social Security Act in the U.S. It discusses how the MSA violates the Act and its economic and regulatory terms. It traces the history of tobacco litigation and explores the transactions among Big Tobacco, the smokers and the states. It offers ways on how the problem created by the MSA can be addressed.
