- Abstract
The article analyzes the implications of the case Kelo v. City of New London and the Act No. 851, a law regarding the right to property, in the protection of property rights by private citizens in Louisiana who were affected by natural disasters against the industrial development purposes by the government. It discusses the issue on the tragedy of anticommons or the under utilization of properties by individual who were affected by hurricanes in New Orleans in 2005. The author suggests that for the government to push for measures to overcome the tragedies in the state, such as putting abandoned properties to use for economic progress, the problems by owners in transaction cost should be solved.
