- Abstract
Beginning in the 1980s and 1990s, following the advent of the New Public Management paradigm (Pollitt, 1993), public participation societies became one of the most discussed phenomena and was addressed by both the scientific literature and the legislator. The fundamental contribution of this work is to describe the various theories used for understanding the performance of public companies as, despite the growing interest in public capital companies, especially at local level, the interest in the theme of performance is still poor (Ringkjøb et al., 2008; Grossi et al., 2015). A wide vein of literature has always focused the evaluation of the performance of public companies on profitability and efficiency, demonstrating a substantial difference in performance with respect to private capital companies (Boardman, Vining 1989). All this leads us to consider the public value theory and its measurement dimensions as the most suitable framework in the literature capable of providing answers to the numerous performance dimensions of publicly-owned companies.
