- Abstract
The article by Joseph A. Schumpeter titled "Considerations on 'disqualified minorities' and democratic consensus" discusses the distinction between vital and disqualified minorities in a society. Schumpeter argues that the enforcement of the capitulation of a vital minority compared to an atrophic minority has different meanings and chances of success. He emphasizes that the recognition of the vitality of a minority is independent of whether one sympathizes with this group or approves of its functions. Schumpeter also discusses the criteria for the discrimination of minorities in a democratic society and emphasizes that the formation of the will of minorities should be respected. He notes that the application of these criteria depends on certain conditions and that it can only be successful under specific circumstances.
