- Abstract
The article focuses on the efficacy of state fair employment practices commission in improving the occupational standing of Negro men relative to all other men in the U.S. To gain some perspective on Negro occupational position, it is first necessary to construct an index of participation which illuminates Negro occupational position without reference to educational qualifications. The index of participation was calculated from census data on the number and race of employed males in 161 jobs. The data were collated to facilitate comparisons among areas both at a point in time and between census years. Since each area in each census year had a different percentage of Negroes in the relevant population, appropriate statistical calculations were required. The total number of jobs held by Negroes in a category was multiplied by the percentage of Negroes in the total employed labor force in the relevant area. The expected frequency was used as a denominator and the census recording for Negroes in the category was used as the numerator. The observed frequency was divided by the expected frequency, multiplied by one hundred, and entered under the appropriate year.
