- Abstract
The article presents information on the concern over intimidating shadow over the U.S. states in the area of drug policy. It discusses about a possible Race to Nowhere puzzle in which states contemplating drug policy may be faced with an all-or- nothing dilemma. According to the author, states may also be forced to choose between a complete ban and outright legalization. It is stated that decentralized regulation provides states the ability to liberalize marijuana policy and maintain the status quo, which leave the choice over tax revenues, drug crime, as well as prison overpopulation.
