- Abstract
The article reviews the important changes in Venezuela's oil and gas legislation since 1971. It examines the Ley Orgànica que Reserva al Estado la Industria y el Comericio de los Hidrocarburos (Organic Law Reserving the Oil and Gas Industry for the State) of Venezuela. It explores the Apertura Petrolera (Petroleum Opening) plan of its national oil company Petróleos de Venezuela S.A. (PDVSA) whose objectives include increasing hydrocarbon reserves and developing the Orinoco Belt Reservoir. It presents a history of the Bolivarian Revolution.
