- Abstract
• Piracy in the Gulf of Aden and off the east coast of Somalia has reached unprecedented levels during the past year, threatening one of the most important maritime routes in the world. Lack of effective governance in Somalia allows the pirates to operate with impunity. • Pirate gangs, motivated mostly by money, have collected millions in ransoms and are growing in number. Ransom money is believed to support the Somali insurgency and the al Shabaab terrorist group. • Pirates in small skiffs use automatic weapons and RPGs to force ships to stop and then board and seize them. Ships are then moved under guard to Somali ports where ransoms are demanded. • Multinational naval patrols supported by UN resolutions have helped deter and prevent some attacks, but the threatened area is large and the risk-reward ratio still favors the pirates.
