- Abstract
The article discusses several aspects of capital punishment sentencing in America as of 2015, and it mentions the author's proposed rule which would allow a stay of execution to be ordered when four U.S. Supreme Court (USSC) Justices vote in agreeance. According to the article, when a litigant seeks judicial review by certiorari at the USSC, a self-imposed Rule of Four provides that four votes are sufficient to grant certiorari. Several capital punishment lawsuits are also examined.
