- Abstract
The article analyzes the legislative mandate of Minnesota's Human Services and Health departments to protect adults and children from harm. Both departments are required to give preeminent weight to the safety of these individuals and decide those who will be eligible or not to provide direct care services. Those who commit violations are disqualified depending on the level of violation. The type of disqualifying conduct differs between the Background Studies Act and the Medical Practice Act.
