- Abstract
China' s teacher education is at a critical period of transition from " quantity-based " to " quality-based" and the construction of a solid foundation for scientific talent team. The " National Excellence Program", as a major policy tool, brings new opportunities for the construction of a high-level teacher team. It helps innovations in the selection of talented teachers from their professional background, academic level, and training direction, which reflects the value shift of changes in teacher education in terms of the talent types, training models and origin structure. The study suggests that the " National Excellence Program " can be guaranteed through new research-oriented courses to build a solid theoretical and practical foundation, through interdisciplinary practices to cultivate top-notch teachers with innovative talents, through the " National Excellence Program" community to give full play to the advantage of collaborative nurturing mechanism, and through reforms on the strict screening and evaluation system so as to ensure the policy's implementation and its expected results.
