- Abstract
This article examines some of the legislative attempts to legalize young illegal aliens in the U.S. It describes the failed attempts to pass the Development Relief and Education for Alien Minors (DREAM) Act proposed by U.S. Senator Orrin Hatch in 2001 and the 2009 Dream Act which offered military service as a test of loyalty and a way to reward good immigrants with citizenship. The authors suggest that these legislative strategies reinforce the idea that some immigrants are good and some are bad.
