FIX THE SYSTEM, DON'T THROW IT OUT.

- Abstract
Goldrick-Rab and Steinbaum advocate for increased direct government financing for postsecondary education and argue it would increase enrollment, erase inequities in access to college, improve economic outcomes for students, and reduce barriers to upward mobility. Changing the financing system and making college tuition free does not in and of itself solve the problem of low value for money at many institutions - it just transfers the burden from students to taxpayers. Living expenses, for instance, are among the largest contributors to the rising cost of attendance and are the largest component of the cost of college for many students.
