- Abstract
Engagement of the state in general today to citizens living in the territory of the state concerned is one of the basic obligations, this obligation is even more important when these citizens are legal relation with the state, they are citizens who have a direct connection with the state. Now as never before, the issue of statelessness is a sensitive issue which is being dealt with commitment from a number of countries. Retention of citizenship of citizens is a challenge, especially in this time of integration and globalization, a process that states are experiencing as never before that the existence of the state. In this context, as a result of integration and globalization have many citizens around the world today who leave state citizenship law that were about to take the citizenship of another state which are meant he would have a perspective treatment and better opportunities. This phenomenon is of great hits with the Albanian citizen, both in Albania and in Kosovo. Another phenomenon that is widespread, it is a national legal relationship with two or more states, there are two or more citizenships. Some states are making this strategic state interests, but opinions from theorists that such persons do not look good in the middle where they live and work, and such people are usually different beneficiaries of some public goods. Citizenship of citizens and ways of acquisition of citizenship are regulated by the law of each state, but also with international acts such as the European Convention on Nationality, the Convention on the Reduction of Statelessness, the Convention Concerning the Status of Stateless Persons, the Convention on the Nationality of Women married and Declaration on Human Rights of Individuals who are not citizens of the country in which they live.
