- Abstract
The article focuses on the cyber activities of non-state actors and the relevant law that can be synthesized into a threat-response framework forthe U.S. law enforcement. It mentions that spectrum of cyber-based threats into four broad categories such as crime, espionage, warfare, and terrorism. It also mentions that framework will be applied to the case of an Islamic State hacker to provide an example of how the framework would apply to cyber terrorism.
