- Abstract
In this article we argue that one of the determinants of the higher education's chronic underfunding in Romania is the general mechanism of financing by the governmental allocation of a number of student places that are subsidized entirely from the state budget. In the first part of the article we discuss the problem of the low levels of funding allocated for the universities in Romania in the 1999 - 2011 period. We analyze how the relevant actors, universities in the first place, behave in this institutional framework. Subsequently, we propose two formal models that are used to understand both how universities have responded to the incentives offered by the financing mechanisms and the low level of funding. Finally, based on the two models, we go back questioning the funding mechanism and offer a range of alternative explanations on the existing institutional framework.
