- Abstract
In the beginning of the 16th century, the Spanish Crown has to devise a way of administering the conquered territories. The great captains of armies do not yet agree on peninsular directives, which will have consequences for the government. The central authority, then, has to rely on right-hand men, high-ranking officials, faithful in serving the King. This article traces succinctly the career of one of them, the licenciado Juan de Salmerón, founder of the city of Puebla de Los Angeles, New Spain. Judge on the Iberian Peninsula, he was appointed alcalde mayor of Panama in 1525, then member of the Audience of New Spain in 1530 and finally, auditor to the Council of India in 1543. His career path, going crescendo towards the highest responsibilities, perfectly describes the integrity, the loyalty, the obedience and the ability to act, wanted by the Crown. He will remain a specialist of India, faithful to his convictions, but above all, in Her Majesty's service.
