- Abstract
The analysis of the informative reality in the U.S, Europe and Latin America shows that the difficulties in informing and the co-actions in the press are something habitual, especially in conflict zones. Censorship presents itself in diverse forms and the different modalities correspond, almost always, with the nature of the political regimes and with the grade of dependence that that the mediums have. Journalism is the only tool that is in many sectors to know the truth about corruption and to be a counterweight to the excesses of some authoritarian governments. From the theoretical point of view, the norms that exist in the majority of the countries seem sufficient to guarantee freedom of information, but investigations about the mediums reflect that in practice there does not always exist impartiality and quality in the contents. It is consequently easy to establish the indicators and lay out the characteristics that correspond to a complete, rigorous and plural information, but it is more complicated to always follow through that it is finished. The lack of freedom depends more on the repressive instruments than on the theory in which the norms and laws are based, those which seem to have a wide margin of interpretation. The institutions, sometimes apply censorship overreaching in their functions, then when content is prohibited without judicial order, the government or the state usurp powers that are not theirs. The media have a very concrete social responsibility, and therefore, cannot be subjected to outside dictates, nor act or behave like mere companies seeking profitability.
