- Abstract
The article discusses what the author refers to as a securities black market, dark pool trading, and the need for a more expansive version of the U.S. Securities and Exchange Commission's (SEC's) proposed Regulation ATS-N which is designed to increase front-end reporting standards for dark pools. According to the article, a dark pool Alternative Trading System (ATS) is a private securities trading platform that allows individuals to conduct large block trades with delayed public disclosure.
