The article discusses the reinsurance reform act and its consequences on the Vermont captive insurance industry. Topics discussed include the enaction non-profit organization, NRRA by the U.S. Congress to improve the taxation of surplus lines insurance, collection and retaining of taxes on transaction, and avoidance of procurement taxes by maintaining business transactions.
