- Abstract
The article focuses on the resolution of the legal case of the Catawba Indian Tribe of South Carolina vs. the City of Rock Hill. In the case the Court of Appeals affirmed a holding in favor of the City of Rock Hill's charging the tribe an impact fee for water and sewer services. The court also ruled that the impact fees did not affect either of the city's contractual obligations and, therefore, imposing the fees did not impair the obligation of the contract between the city and the tribe.
