The article focuses on the consideration in sustaining a financially stable and community-focused utility at the same time earning buy-in from its stakeholders. It says that financial sufficiency is attained by careful balance of all aspects related to financial management and anticipating future needs of the utility. It mentions the need to expand the definition of public communication to attain the utility's mission. It adds the important role of effective utility management (EUM).
