- Abstract
The article focuses on the proposal by the Bush administration to establish personal accounts for Social Security. This proposal landed a debate between Jeffrey R. Brown, associate professor of finance at the University of Illinois, who served on the staff of the President's Commission to Strengthen Social Security and Kenneth S. Apfel, who served as commissioner of Social Security from 1997 to 2001. In a debate, Brown supported the proposal while Apfel opposed.
