- Abstract
The Public Offender Counselor Association (POCA) was formed as a professional association for rehabilitation personnel who work with public offenders. This division of the American Association for Counseling and Development (AACD) has made many contributions to the field of public offender counseling. <BR> The Public Offender Counselor Association (POCA) became a chartered national division of the American Personnel and Guidance Association (APGA) in December 1974. POCA was formed to provide public offender counselors with an association that supports the concept of making professional counseling services available to public offenders. Since its formation, POCA has engaged in variety of activities to enable people who counsel with public offenders to begin to achieve a stable sense of identity and to gain recognition and support for the work they perform. <BR> Before discussing the activities and membership of POCA, it might be helpful to describe the term public offender. A public offender is anyone who has broken the law and who has problems living within the confines of society. Clients who are public offenders can be found in corrections facilities, divisions of youth services, rehabilitation settings, employment settings, schools, mental health settings, and private practice settings. Counselors who have an interest in working with public offenders often are employed in variety of settings and may have an interest in more than one division of AACD. In order to understand more about how POCA represents people counseling public offenders, it is necessary to understand something about the history and development of this division.
