- Abstract
The importance given to human resource became more and more noticeable in every field, being considered a key factor in economic and social development. European Union acknowledge the relevance of this relation, therefore its member states have the opportunity of using financial instruments to foster human resources evolution. The focus of this paper relies on analyzing the use of these funds by Romania, in the programming period 2007-2013. The study is going to present the progress register during this seven year period in terms of contracted and paid funds under Sectoral Operational Programme Human Resources Development in the mention country. This will highlight the importance given to the objectives of this operational programme and the ability to contract, spend the funds according to written projects and most important the amount of reimbursed grants. Unfortunately, we didn't manage to absorb more than half of the total funds allocated, it seems that a lot of problems were encountered during this period. Our recommendation to improve the use of European funds in general, and those for developing human resources in special is linked to knowledge management practices.
