- Abstract
The article discusses the principle of refoulement and the right of asylum seekers to enter state territory. States' obligations concerning asylum-seekers and the views in asylum literature on the relation between non-refoulement and access to state territory are presented. Core arguments in support of the claim that there cannot be an absolute prohibition of refoulement without access to state territory are examined.
