- Abstract
The article examines the domestic situation in Kyrgyzstan before and after the Tulip Revolution, and specifically the prevailing criminalization of the state government. It mentions that the country is increasingly becoming a criminal state with high-ranking political leaders staging major financial and criminal machinations. The author remarks that the country's criminal groups and their leaders exercised different degrees of political control, and political leaders oftentimes maintain a friendly relations with criminal groups to secure leverage over competing forces in the political and business spheres.
