- Abstract
The article discusses three criticisms of city cemetery Hart Island and other mass graves in New York City related to indigent burials including availability of information regarding the operations of Hart Island, public access to burial records, and inaccessibility of the island grounds to the public. It discusses significance of several bills offered by member of City Council Elizabeth Crowley that was codified as law to address the Department of Corrections (DOC) concern for interments.
