- Abstract
The Mauritanian legislative structure has been fluctuating between Bicameralism and Unicameralism since the first constitution the country ever experienced. When checking back the two constitutions the country experienced in 1959 and 1961, it can be noticed that both were unicameral (National Assembly). Whereas the 1991 constitution, (the authentic version) was a bicameral one before it was remodeled to its original form, unicameral, due to the third constitutional review in 2017, after it had shaped the parliamentary life for more than 25 years. This was due to several factors that had been supported by the very tense political context at the time. Whatever the form of the parliament takes, the creation and adoption of the legislation will remain its traditional function. In this context, this study aims to shed light in the main mechanisms of the parliament reasonability that has been adopted from the French constitution in 1958, when the main aspects of the mechanism lie in the identification of the law filed- that is the attribution of the parliament. Additionally, the constitutionalization of the dispositions makes the government a major participant in the practice of the legislation in the law filed via the group of mechanisms that are fixed by the constitution text. This study resumes that the propositional role in the field of legislation of the parliament institution in Mauritania ( as in most of the countries that have adopted the mechanism of the parliament reasonability ) has been recessing and degrading due to various legal, personal and internal factors to an extent where it can be said that the National Assembly has become just a space to the registration and approbation of the suggested laws projects instead of being a legislative institution that practices the different powers related to law creation process.
