- Abstract
The article discusses tools that can be used by small and rural governments in dealing with the explosion in growth and development. Topics discussed include the rapid growth of Idaho and Utah, and the challenges brought by rapid growth to small and rural communities. The tools recommended for these communities to manage the impacts of growth include temporary land use regulation, land use regulations and leverage of developers' resources.
